States Tighten Campaign Rules, Opposition Decries High Permit Fees

Political parties have protested the high fees and stringent regulations introduced by some state governments for campaign posters, billboards and other political advertisements ahead of the 2027 general elections.

The development comes barely a week before the official commencement of election rallies, as states including Abia, Anambra, Bauchi, Ebonyi, Enugu, Oyo and Kano roll out various guidelines, levies and permit requirements for political campaigns.

In Abia State, candidates are expected to pay varying fees for campaign advertising permits, with presidential candidates reportedly required to pay N200 million, governorship candidates N150 million and senatorial candidates N100 million.

Similarly, Anambra State has introduced campaign-related charges ranging from N50 million for presidential candidates to N100,000 for councillorship candidates.

The state also placed restrictions on the placement of campaign materials on public infrastructure, including government buildings, schools, healthcare facilities and bridge pillars.

In Enugu State, the government imposed a N150 million fee on candidates seeking to deploy campaign materials, erect or use billboards and operate branded campaign vehicles.

The new measures have, however, drawn criticism from opposition parties and political groups, who argue that the fees are excessive and could create an uneven playing field ahead of the elections.

The opposition parties contend that the charges could make it difficult for candidates without significant financial resources to effectively communicate their programmes and reach voters.

The development has also raised concerns over the enforcement of campaign regulations, particularly where opposition parties allege that restrictions are being applied selectively.

In Bauchi State, the Peoples Redemption Party reportedly called on the Independent National Electoral Commission to intervene, alleging unequal enforcement of campaign restrictions between the ruling party and opposition groups.

The party urged INEC to ensure that all political parties are given equal opportunities to campaign and communicate with voters ahead of the 2027 elections.

Some political stakeholders have also questioned the legality of the charges, arguing that excessive campaign fees could undermine citizens’ constitutional rights to participate freely in the political process.

However, state authorities have defended the regulations, saying they are intended to control outdoor advertising, protect public infrastructure, maintain environmental standards and regulate political activities.

With preparations for the 2027 elections gathering momentum, opposition parties are calling for more transparent and uniform campaign regulations, while stakeholders continue to urge relevant authorities to ensure that the measures do not restrict fair political participation.
