Kogi Govt Bans Cash Collection, Illegal Roadblocks

The Kogi State Government has restated its ban on cash collection and illegal roadside roadblocks for revenue generation while unveiling a new Daily Ticketing system to streamline revenue collection across the state.

The new system, formerly known as the Infrastructure Maintenance Levy (IML), will be managed by Solution Network Consults, which was appointed following a competitive bidding process.

The Executive Chairman of the Kogi State Internal Revenue Service (KGIRS), Dr. Sule Salihu Enehe, disclosed this during a stakeholders’ engagement organised by the agency at its headquarters in Lokoja.

Enehe said the engagement was organised to introduce the new revenue consultant to transport unions and clarify the approved rates, collection processes and operational responsibilities.

He recalled that the state banned transport unions from collecting revenue on highways two years ago, stressing that Governor Ahmed Usman Ododo remained committed to a peaceful, inclusive and transparent revenue administration system.

He said transport unions had not been excluded from the revenue system, noting that a percentage of legitimate state revenue would be shared with them to support their operations.

Enehe warned that cash collection and unauthorised roadblocks constituted serious offences, adding that plans were underway at the federal level to establish a task force to arrest and prosecute offenders involved in illegal revenue collection.

He also disclosed that Kogi State domesticated relevant federal tax legislation on December 31, 2025, making it the fourth state in the country to align its revenue laws with national standards.

To improve transparency and curb revenue leakages, Enehe said KGIRS had introduced an automated real-time tracking dashboard through which transport operators could purchase their monthly tickets digitally.

He added that transactions handled by physical agents would be captured immediately on the central monitoring system.

The Special Adviser to the Governor on Internally Generated Revenue, Dr. Rahman Nasir Ichanyi, commended KGIRS for the stakeholder engagement and called for fairness, accountability, technology-driven collection and the elimination of multiple taxation under the new Daily Ticketing system.

He also advocated grassroots sensitisation, public education on approved rates and effective feedback channels through which motorists and transport workers could report abuses.

The Director of Income Tax at KGIRS, Mr Emmanuel Yusufu, explained that the structure of the former Infrastructure Maintenance Levy had remained largely unchanged under the current tax reforms, with the scheme formally renamed Daily Ticketing.

Yusufu added that the agency conducted a four-month review before awarding the management contract to Solution Network Consults.

Responding, the company’s Chief Executive Officer, Chief Yomi Charles, pledged to deploy modern technology and expertise to improve revenue generation without harassing motorists or transport workers.

The meeting ended with an interactive session during which transport union leaders raised operational concerns, while Enehe assured them that existing agreements would be respected.
