FG, Germany Partner to Expand Year-Round Farming, Strengthen Food Security

The Federal Government and Germany have strengthened their partnership to improve food security in Nigeria, with a focus on expanding all-season farming and implementing the African Union’s Comprehensive Africa Agriculture Development Programme (CAADP) Kampala Declaration in Borno State.

The initiative was highlighted at the annual Community of Practice meeting of Commissioners of Agriculture, Health, Environment, Commerce and Rural Development held on Monday in Maiduguri, Borno State.

Minister of Agriculture and Food Security, Senator Abubakar Kyari, said the collaboration would help translate Nigeria’s national food security agenda into concrete action at the state level.

He explained that Germany’s support would strengthen policy coordination, evidence-based implementation and alignment between the Federal Government, state governments and development partners.

According to Kyari, the partnership is also aimed at implementing the Kampala Declaration and its 2026–2035 Strategy and Action Plan, which focuses on sustainable agricultural production, investment and financing, food and nutrition security, trade, inclusion, resilience and good governance.

The minister stressed the need for stronger coordination between federal and state authorities, supported by reliable agricultural data, complementary investments and clear responsibilities.

He urged states to align their agricultural plans with national priorities, particularly in rural infrastructure, extension services, agricultural financing, improved inputs, mechanisation, irrigation and climate-resilient farming.

Borno State Governor, Babagana Zulum, represented by his Deputy, Usman Kadafur, said the implementation of the Kampala agenda must produce measurable improvements in the livelihoods of farmers and strengthen food security.

He called for greater investment in improved seeds, irrigation, machinery, storage facilities, markets and agricultural knowledge, particularly in conflict-affected communities.

The partnership comes as Borno continues to face significant food-security challenges linked to conflict and disruptions to agricultural activities. The Food and Agriculture Organisation recently identified Borno as having a severe food-security situation, with insecurity limiting access to farmland and markets.

The Federal Government said the initiative would support the broader implementation of Nigeria’s 10-year National Agrifood System Strategy and Action Plan, designed to align the country’s agricultural policies with the Kampala framework.

Germany, meanwhile, reaffirmed its commitment to supporting Nigeria in translating its food-security commitments into coordinated implementation and tangible results.
